saOS Flow counts the Whizz phones waiting at each signalized intersection and gives longer greens where more people are waiting. Bus priority follows where riders are, not where the timetable says they should be.
Flow can also hold signals for an emergency route or a partner agency operation. During a declared incident, exit routes from a perimeter can be held at red.
